I.                   INTRODUCTION

1.                  With this Report and Order (R&O), we adopt processing and service rules for the 17/24 GHz Broadcasting-Satellite Service (BSS).  This service will introduce a new generation of broadband services to the public, providing a mix of local and domestic video, audio, data, video-on-demand, and multi-media services to U.S. consumers.  In some cases, these services will complement existing Direct Broadcast Satellite (DBS) services.  Specifically, we adopt a first-come, first-served licensing procedure for the 17/24 GHz BSS, as well as various safeguards, reporting requirements, and licensee obligations.  We also adopt geographic service rules to require 17/24 GHz BSS licensees to provide service to Alaska and Hawaii as discussed herein.  In addition, we establish rules and requirements for orbital spacing, minimum antenna diameter, and antenna performance standards.  Also, we establish limits for uplink and downlink power levels to minimize the possibility of harmful interference.  Finally, we stipulate criteria to facilitate sharing in the 24 GHz and 17 GHz bands.  We also initiate a Further Notice of Proposed Rulemaking (FNPRM) to address technical issues related to potential interference unique to the reverse band operating environment.  By these actions, we facilitate the introduction of new and innovative services to consumers in the United States and promote increased competition among satellite and terrestrial services.

Satellite Internet: A Lifeline for Rural Mississippi

In the rolling hills of rural Mississippi, life moves at a different pace.

Nestled in small towns and spread out across farmland, families live and work in the heart of this beautiful landscape. But for many of these communities, reliable internet access is a distant dream.

Meet the Jenkins family.

For generations, they've called this corner of Mississippi home. But as their children grew up, they began to realize the limitations of their small town. There were few job opportunities outside of farming or retail, and the local school district struggled to attract top teachers and resources. Worst of all, reliable internet service was nowhere to be found.

Without internet access, the Jenkins were cut off from the rest of the world. Their children couldn't do online research for school projects, and they had to rely on spotty cell phone coverage for communication. When the family needed medical advice, they had to make a long drive to the nearest hospital. It was a constant struggle to stay connected and informed.

But there is hope on the horizon.

With satellite internet, the Jenkins and others like them can finally break free from the limitations of their geography. Unlike traditional broadband, which relies on a network of cables and wires, satellite internet uses powerful orbiting satellites to provide high-speed internet access.

With satellite service, the Jenkins family now has access to the same resources and opportunities as those in more urban areas. Their children can take online classes, research universities and scholarships, and access a wealth of information previously unavailable to them. The family can now shop online, work remotely and connect to relatives and friends around the globe.

Beyond the obvious advantages, satellite internet also has a transformative impact on overall quality of life. With access to telemedicine, the Jenkins no longer have to travel long distances or wait for hours to see a doctor. They can get quick and responsive medical care and treatment, right in their own living room.

Through it all, the Jenkins' story is only one example of how satellite internet is providing a lifeline to rural, remote areas across Mississippi. With more and more families gaining access to this revolutionary technology, opportunities for personal growth, professional advancement, and social connection are finally within reach.
